Plug it into the internet without a firewall in front of it.  Turn on file sharing.  Windows 98 won't last long like that.  Then, he'd have to load a decent OS on it.

Yeah, no shit.  The least he could do is get Win2k on it.  Still not perfect, but Windows 98?  That's insane these days.
